IMPACT OF THE CONVENTION ON BIOLOGICAL DIVERSITY ON MANAGEMENT OF HERBARIUM COLLECTIONS

The Convention on Biological Diversity calls for economically developing, but biologically rich, countries of the world to promote regulated access to biological resources and in exchange share in the benefits that arise from access. Originally intended to insure that developing countries would share in economic benefits that arose from use of their sovereign biological resources, the Convention has complicated access to and exchange of plants for basic research purposes. The lack of established regulatory agencies and legislation has slowed the approval of research permits and movement of herbarium specimens accross international borders. Furthermore, difficulty in distinguishing between basic research programs and those with commercial goals has complicated the evaluation of permit requests.
