Report on the election of IAPT officers and Council, 1999-2005

The scrutinizing committee for the 1999 election of IAPT officers and Council consisted of Ib Friis (chairman) and Helle Clasen, both Botanical Museum and Library, Copenhagen, and Benjamin Ĝllgaard, Department of Systematic Botany, Biological Institute, University of Aarhus, Denmark. The ballots were distributed to the members of IAPT from the IAPT Bureau in late January 1999. The ballots were received at the Botanical Museum, Copenhagen, where the tabulation was finished on the 26th of May, 1999.

A total of 457 ballots were received. Of these 9 were received after the deadline (15 May 1999). Contrary to explicit instructions printed on the ballot form, one ballot had more than 10 votes for Council membership. Four ballots were blank except for hand-writen text giving reasons for abstention from voting or demanding a new ballot form with different candidates. Ballots in these three categories were disregarded. Therefore, 443 valid ballots with votes have been taken into account for the tabulation.

According to Art. 6 of the IAPT Constitution, votes for non-elected officers count as votes for membership of the Council. Contrary to explicit instruction printed on the ballot form, double votes were cast on the same person in 123 cases, once as Officer and once as Council member. In these cases the second vote was not included in the tabulated results.

Five ballot forms had votes for Patricia Holmgren (USA) as Secretary-Treasurer (or only "Treasurer") written in by hand. Three ballot forms had votes for P. Linder (South Africa) as Council member written in by hand. Two ballot forms had votes for Sebsebe Demissew (Ethiopia) as Council member written in by hand. One ballot form had a vote for M. Crosby (USA) as Council member written in by hand. These candidates had all been nominated, but for reasons mentioned in IAPT News No. 1 (January 1999) not accepted by the Executive Committee. As the total number of votes for Officers and Council members on these ballots did not exceed the permitted number all votes cast on listed candidates were included in the results. Four envelopes with ballots contained letters with objections against the ballot; votes on these ballots were all tabulated.
